The aim of the Study was to study the feasibility of drawing up a talent list to attract high-skilled talent to support Hong Kong's development towards a diversified and high value-added economy. A literature review of seven countries (i.e. Australia, Canada, New Zealand, Singapore, South Korea, the United Kingdom and the United States) and a number of in-depth interviews and focus group discussions with 70 HR practitioners and more than 200 stakeholders from different industries were conducted.
